Purchasing and Budget
The Purchasing and Budget Office serves as a dual service component within the Mountwest Community and Technical College - Business Services Department.
Within the service function of purchasing, the Office is responsible for the acquisition of all goods and services that enhance and support the educational mission of the College while in compliance with State Code and College Governance purchasing regulations. The Purchasing Director is also the Chief Procurement Officer, in accordance Title 133 Procedural Rule West Virginia Higher Education Policy Commission, Series 30, Purchasing. The Office provides assistance to each College department with the procurement process to ensure that quality goods and/or services are procured from appropriate resources at the lowest possible cost. The procurement process includes but is not limited to the development of Request for Proposals (RFP) and the bidding and solicitation thereof, requisitioning for goods and/or services, vendor registrations, and fixed asset inventory.
Within the service function of budget, the Office is responsible for the preparation and submission of the fiscal year expenditure schedule and appropriation requests to the State of West Virginia Budget and Legislative Auditor Offices; and, responsible for the processing and oversight of all College departmental allocations of appropriated, general, local grant, federal grant, and state grant resources.
